Virginia General Assembly: House members voted last week by a 66-32 margin that life begins at conception. On Thursday, members in the Senate voted on the bill by a 24-12 margin.  The bill has been sent back to committee for more study.  The “personhood” bill has been tabled until the 2013 General Assembly session. The chief patron of the “personhood” bill (hb1) was delegate Bob Marshall.

Nearly 2,000 women and pro-choice supporters gathered at the State Capitol on Monday and again on Thursday. Lawmakers believe these protests killed the bill.

The “personhood” bill received national attention and was the butt of jokes on a recent episode of Saturday Night Live (SNL).

SUMMARY AS INTRODUCED: HB 1 Unborn Children

Rights of unborn children.  Provides that unborn children at every stage of development enjoy all the rights, privileges, and immunities available to other persons, citizens, and residents of the Commonwealth, subject only to the laws and constitutions of Virginia and the United States, precedents of the United States Supreme Court, and provisions to the contrary in the statutes of the Commonwealth.
