Virginia Legislators wanted to strengthen the state’s ban on “texting while driving” instead, a House panel killed the last of several measures aimed at bolstering the ban.
The House Militia, Police and Public Safety Subcommittee Thursday killed a Senate measure allowing police officers to pull over drivers for the sole offense of texting while behind the wheel.

SUMMARY AS INTRODUCED:
Use of handheld personal communications devices while driving. Prohibits the use of handheld personal communications devices for any purpose other than to make or receive phone calls.
