Virginia Governor Terry McAuliffe has declared a state of emergency after flooding in the Commonwealth on Tuesday. The executive order also has residents and emergency responders on alert for hurricane Joaquin, which is scheduled to bring eight to ten inches of rain today and tomorrow.
