Hanover families are in shock after 23-year-old Tucker E. Smith, an assistant swim coach has been charged with two felony counts of indecent liberties with a child after accusations were made. The Hanover County Sheriff’s Office says the alleged offenses took place twice on July 1 and October 31 of 2013.
