BREAKING NEWS, February 22, 2012: The “Personhood” and “Ultrasound Probe” bills votes have been delayed twice in the House of Delegates.

Delegate Joe Morrissey ways in on the measure. He said, “members have realized that a mistake was made by introducing these unnecessary bills.”

 

UPDATE, February 20, 2012: Hundreds of people gathered at the Capitol Building on Tuesday for a women’s rights rally. The House of Delegates delayed votes on a measure which requires all women seeking an abortion to have an ultrasound. Both the “personhood” and “ultrasound” bills will pass in the House of Delegates today said Delegate Joe Morrissey.

The Virginia House of Delegates passed “The Personhood” bill by a 66-32 margin. Legislation (hb1) defines life as starting at conception. The House also voted to pass a similar bill which requires women to undergo an ultrasound prior to an abortion. Delegate Jennifer McClellan ways in on the bill.

SUMMARY AS INTRODUCED: HB 1 Unborn Children

Rights of unborn children.  Provides that unborn children at every stage of development enjoy all the rights, privileges, and immunities available to other persons, citizens, and residents of the Commonwealth, subject only to the laws and constitutions of Virginia and the United States, precedents of the United States Supreme Court, and provisions to the contrary in the statutes of the Commonwealth.

Delegate Jennifer McClellan represents the 71st District, House of Delegates, Virginia General Assembly. She says, the “personhood” bill “lays the ground work to outlaw abortion and contraception of Roe v. Wade is overturned.

The “personhood” bill will require in the Virginia code where the word “person” appears to be construed to include an unborn child. That means “if your doctor wants you to have c-section instead of a vagina birth, they could send you to court”, says Delegate McClellan.
