The Supreme Court voted on Tuesday to strike down the Section 4 of the Voters Rights Acts.

This means that the provision cannot be enforced until Congress figures out a system to determine which states and counties need to have changes to voting cleared by the federal government or federal court.

The voting was ruled at a 5-4 vote.

Section 4 outlined that a formula to identify racist areas and to provide remedies where appropriate. The first of these targeted remedies was a five-year suspension of “a test or device,” such as a literacy test as a prerequisite to register to vote. Other provisions included extending the right to register and vote to those with limited English proficiency and the right to register and vote may not be denied to those individuals who have completed the sixth grade in a public school.
